A Ferrogr\u00e3o ser\u00e1 a ferrovia longitudinal brasileira que formar\u00e1 o corredor ferrovi\u00e1rio de exporta\u00e7\u00e3o do Brasil pela Bacia Amaz\u00f4nica, na Regi\u00e3o Norte, por meio da interliga\u00e7\u00e3o entre o munic\u00edpio de Sinop, no Mato Grosso, e o porto de Miritituba, no Par\u00e1. Com extens\u00e3o de 933 quil\u00f4metros, surgiu como uma iniciativa que deve revolucionar o escoamento de gr\u00e3os no Brasil, reduzindo custos e impactos ambientais associados ao transporte rodovi\u00e1rio atual.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">No entanto, a execu\u00e7\u00e3o correlata implica em modifica\u00e7\u00f5es e interven\u00e7\u00f5es em \u00e1reas de prote\u00e7\u00e3o integral, o que levou o Supremo Tribunal Federal (STF) a determinar a suspens\u00e3o, por seis meses, da A\u00e7\u00e3o Direta de Inconstitucionalidade (ADI) 6553, que questiona a altera\u00e7\u00e3o dos limites do Parque Nacional do Jamanxim (PA), com a destina\u00e7\u00e3o da \u00e1rea suprimida pelo projeto Ferrogr\u00e3o.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">A a\u00e7\u00e3o questiona a Lei 13.452\/2017, originada do projeto de convers\u00e3o da Medida Provis\u00f3ria (MP) 758\/2016, que excluiu cerca de 862 hectares do parque e os destinou aos leitos e \u00e0s faixas de dom\u00ednio da Ferrogr\u00e3o (EF-170) e da BR-163. Autor da a\u00e7\u00e3o, o Partido Socialismo e Liberdade (PSOL), sustenta, entre outros pontos, que a lei afeta os povos ind\u00edgenas que habitam a regi\u00e3o e que o parque e\u0301 um patrim\u00f4nio cultural imaterial.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">\u201c\u00c9 imprescind\u00edvel citar que com a devida compensa\u00e7\u00e3o das \u00e1reas afetadas, a Ferrogr\u00e3o alinha-se a todas as diretrizes de sustentabilidade, ao passo de contribuir enormemente para o fortalecimento econ\u00f4mico da regi\u00e3o e do pa\u00eds\u201d<\/span><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">\u00c9 imprescind\u00edvel citar que com a devida compensa\u00e7\u00e3o das \u00e1reas afetadas, a Ferrogr\u00e3o alinha-se a todas as diretrizes de sustentabilidade, ao passo de contribuir enormemente para o fortalecimento econ\u00f4mico da regi\u00e3o e do pa\u00eds. A promessa de redu\u00e7\u00e3o nos custos de frete em torno de 30% a 40%, a gera\u00e7\u00e3o de empregos diretos e indiretos e a diminui\u00e7\u00e3o da depend\u00eancia do transporte rodovi\u00e1rio s\u00e3o aspectos que refor\u00e7am a relev\u00e2ncia estrat\u00e9gica do projeto.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">No \u00e2mbito da infraestrutura, a Ferrogr\u00e3o \u00e9 projetada para reduzir significativamente o custo do frete para exporta\u00e7\u00e3o de gr\u00e3os, como mencionado, promovendo uma economia de escala sem precedentes e contribuindo para a competitividade internacional dos produtos brasileiros.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Estima-se que a nova rota possa diminuir os custos log\u00edsticos em at\u00e9 20 bilh\u00f5es, um impacto direto e mensur\u00e1vel na balan\u00e7a comercial do pa\u00eds. Al\u00e9m disso, a transi\u00e7\u00e3o do modal rodovi\u00e1rio para o ferrovi\u00e1rio configura uma redu\u00e7\u00e3o de emiss\u00f5es de gases poluentes, coadunando-se com as pol\u00edticas p\u00fablicas de prote\u00e7\u00e3o ambiental e com os compromissos internacionais assumidos pelo Brasil em f\u00f3runs globais sobre mudan\u00e7a do clima, indispens\u00e1veis \u00e0 vis\u00e3o contempor\u00e2nea de progresso.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A dila\u00e7\u00e3o no tempo para a concretiza\u00e7\u00e3o do projeto Ferrogr\u00e3o, induzida por impasses jur\u00eddicos e administrativos, acarreta preju\u00edzos significativos que transcendem a esfera meramente econ\u00f4mica, refletindo-se no retardamento da realiza\u00e7\u00e3o de objetivos constitucionais de desenvolvimento econ\u00f4mico sustent\u00e1vel e de efici\u00eancia na log\u00edstica nacional.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Do ponto de vista t\u00e9cnico e econ\u00f4mico, cada dia de atraso na implementa\u00e7\u00e3o da Ferrogr\u00e3o representa uma manuten\u00e7\u00e3o dos elevados custos log\u00edsticos associados ao transporte rodovi\u00e1rio, que diminui a competitividade dos produtos brasileiros no mercado global e perpetua a depend\u00eancia de rotas de escoamento menos eficientes e mais onerosas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A procrastina\u00e7\u00e3o do caso afeta diretamente a economia nacional, ao impedir que se alcance a plena pot\u00eancia exportadora, resultando em perdas bilion\u00e1rias em receitas de exporta\u00e7\u00e3o que poderiam ser revertidas em benef\u00edcios sociais, como investimentos em sa\u00fade, educa\u00e7\u00e3o e infraestrutura.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Al\u00e9m disso, a demora na implementa\u00e7\u00e3o da Ferrogr\u00e3o compromete o avan\u00e7o do Brasil no cumprimento de seus compromissos internacionais relacionados \u00e0 redu\u00e7\u00e3o de emiss\u00f5es de carbono. A substitui\u00e7\u00e3o do transporte rodovi\u00e1rio pelo ferrovi\u00e1rio \u00e9 uma medida estrat\u00e9gica para diminuir significativamente as emiss\u00f5es de gases do efeito estufa, alinhando o pa\u00eds \u00e0s diretrizes do Acordo de Paris sobre mudan\u00e7a do clima, colocando em xeque a imagem internacional do Brasil como um pa\u00eds comprometido com o desenvolvimento sustent\u00e1vel.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Dessa forma, compreende-se que os preju\u00edzos decorrentes da prostra\u00e7\u00e3o na implementa\u00e7\u00e3o do projeto Ferrogr\u00e3o s\u00e3o multifacetados, afetando a economia, o meio ambiente e a estrutura social do pa\u00eds. \u00c9 imperativo, portanto, que as autoridades competentes, ladeadas ao Poder Judici\u00e1rio, trabalhem de maneira \u00e1gil e assertiva para superar os entraves legais e administrativos, assegurando o progresso infraestrutural do Brasil, uma log\u00edstica mais eficiente e um desenvolvimento genuinamente sustent\u00e1vel.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>O projeto Ferrogr\u00e3o j\u00e1 figurou como protagonista desta coluna outras vezes.
